Brothers and Sisters: Please read the following letter from AFSCME International Secretary-Treasurer,William Lucy, regarding the mandated minimum dues increase for 2008. Based upon information for 84.0% of AFSCME’s membership, the average wage increase received by AFSCME members over the 12-month period ending July 31, 2007 was 4.0195%. This equates to a minimum dues increase of $1.15. In addition at the 2006 International Convention, Article IX, Section 5 was amended to state that, effective January 1, 2008, the minimum dues rate and the rate of international PCT will be increased by an additional ($.75)seventy-five cents. Constitution the monthly membership dues shall be the minimum dues for AFSCME International and District Council #47 plus .95% of gross salary. Therefore, the minimum dues should be; AFSCME International…………$
11.50 However, under the Executive Board’s stewardship we have been able to keep the union dues down to the extreme minimum of $19.50. As you can see this barely pays our per capita taxes to the District Council. Therefore, beginning February 1, 2008 the flat rate shall be increased to $22.50 per member per month. |

Article IX, Section 6 of the International Constitution provides for an annual adjustment of the minimum dues and Per Capita Tax (PCT) rates. This letter deals specifically with the annual adjustment of minimum dues rates for 2008. Article IX, Section 7 of the International Constitution explains how the yearly adjustment of the minimum dues rate is determined. In addition, at the 2006 International Convention, Article IX, Section 5 was amended to state that, effective January 1, 2008, the minimum dues rate and the rate of International per capita tax shall be increased by an additional ($.75) seventy-five cents. Information on wage increases was collected from 84.0% of AFSCME’s membership. The average wage increase received by AFSCME members over the 12-month period ending July 31, 2007 was 4.019%. Article IX, Section 7 also requires that this calculation be audited and certified by an independent certified public accountant who is not otherwise connected with AFSCME. The audit has been completed and confirms the above percentages. Upon request, a copy of the certification will be provided to any affiliate. Full-Time Employee Minimum Dues Applying this latest percentage (4.019%) to the current minimum dues of $28.40 results in a required (unrounded) dues increase of $1.1414 per month.
