BUREAU OF LABORATORY SERVICES SAFETY COMMITTEE
MINUTES OF THE 12/7/2005 MEETING


In attendance: Bob Eppinger; Brian Serbin; Art Wilson; Cindy Rettig; Obed Addo; Gloria Pullins;

Old Business
1. The minutes of the 10/5/2005 meeting were accepted as written.
2. Brian S. reported there is no new information to add on the security systems upgrade.
3. Bob E. reported on several safety training items,
· Jill from Moss Rehab. gave a lunchtime seminar for 20 people on Tuesday Oct. 18th. The topic was repetitive injury, she then evaluated individual workstations. Based on her recommendations equipment was ordered for 10 people.
· A work zone traffic control class will be scheduled for after the holidays.
· Another training class on CPR-AED/First Aid, will be scheduled for after the holidays.
· New employee safety orientation continues to be provided by Bob E., Xavier M., and Brian S. General safety topics from the safety manual are covered and videos are shown. Obed A. is interested and willing to take on a project of producing an in-house safety video.
4. Bob E. reported 6 employees of the ERT received Hazwoper Operations training on October 18th and 5 employees of the ERT received Hazwoper Awareness training on October 25th. A request will be sent to the vendor to provide additional training in handling a spill.
5. Cindy R. has received all monthly safety reports on time or, "pretty much on time". Mike I. noted that employee evaluations are good and reporting deadlines are met but supervisors are not doing a good job in reviewing. Supervisors are to review and take action to correct deficiencies when found. Some noteworthy deficiencies are, the emergency light in room 210 (has been out for months now), GFI installation (a request will be sent to Facilities Maintenance), and the shaker in room 211 was reported as noisy but was tested years ago and deemed only an annoyance.
6. Bob E. reported the annual lab safety inspections will resume after a short delay due to scheduling. Obed A. will join the inspection team on the next trip to NE wastewater plant.
7. Brian S. reported again, no progress in engaging Facilities Management to solve the defective emergency lighting situation.
8. Brian S. reported no additional curbing along second floor walkway would be requested until the labs have initiated the recommendations made in the last safety committee meeting.
9. Brian S. reported he has heard nothing from Dennis Rocks on the Chevy Colorado pickup cap problem. By now the fleet management garage should have installed the backup alarms and the cap has been removed from the truck used by MEL in their concrete cylinder pickups.
10. Brian S. reported the quote for soundproofing insulation to mitigate problematic sound levels in certain areas of the building was included in the budget request hearings. No word was given on whether the proposal was accepted and included in the next budget.

New Business
1. Bob E. will compile and present some recommendations to the committee as a result of attending a two-day class presented at an ACS Lab Safety seminar in October.
2. Kathy B. reported,
· The bomb scare policy that Risk has been working on will be viewable on the DC47 website.
· Implementing the thermal comfort policy modeled from ASHRE, has been delayed slightly.
· Some employees' emergency room bills have not been paid by CompServices promptly which has impacted negatively on the employees' credit ratings. If any hospital is harassing the employee for payment the union should be notified.
· Paid administrative leave is offered to DC47 member volunteers that train and deployed with the Red Cross in disaster relief situations. Other non-represented employees are probably extended the same benefit.
3. Cindy R. requested that when work-related injuries occur, the incidents should be brought to the table and discussed. Supervisors, aware of accidents in there section, should forward the information with the employee representative that attends the Safety Committee meeting.
4. Mike I. requested a search for non-slip floor wax. With a greater likelihood of water splashing on the floor, since this is a water lab, a slipping accident could occur more frequently. One of the best deterrents would be to let Gloria know there is spill so that it is cleaned up quickly.
